Misiunea unui delegat de tineret
Corina Murafa împărtăşeşte cu noi impresiile ei de fost delegat de tineret al României la Comisia pentru Dezvoltare Socială a Consiliului Economic şi Social (februarie 2007).
Delegatii de tineret la ONU sunt niste hibrizi – potential foarte puternici, potential foarte vulnerabili, ca orice hibrid. Lichenii sunt niste entitati fascinante, dar nu sunt nici ciuperci, nici alge. Nu stau nici intr-un picior, nu plutesc nici in ape albastre. Se agata insa cu incapatanare de copaci, modifica metabolismul si peisajul padurii, par foarte vii si foarte progresivi. Exact asa sunt si delegatii de tineret.
Delegatii de tineret vin la ONU reprezentand tineretul din propria tara. Sunt selectati si sponsorizati atat de o institutie de tineret (agentie nationala de tineret, consiliu national de tineret, asociatii non-guvernamentale), cat si de un minister de externe. Se consulta cu tineri si organizatii de tineret din propria tara, le asculta parerile, si primesc un mandat.O data ajunsi la ONU insa, nu mai reprezinta atat tineretul, ci incep sa faca parte din delegatia oficiala a tarii respective la ONU. Poate badge rosu, ceea ce le ofera acces oriunde in cladire. Au statutul unui ministru sau parlamentar care vine in delegatie la misiunea permanenta a tarii respective la ONU. Au depline puteri, pot ridica placuta cu numele tarii lor ca sa vorbeasca sau ca sa voteze, au dreptul de a participa la negocierile informale si de a spune: “My capital can agree or cannot agree with this and we would like to see in the body of the resolution this instead of this”.
Pe de alta parte, inca reprezinta tineretul, asa ca pentru orice din ceea ce fac trebuie sa obtina permisiunea delegatiei permanente, si implicit a ministerului de externe. Fac lobby si presiuni continue pentru ca pozitia oficiala a tarii lor sa fie modificata in anumite chestiuni, astfel incat sa fie reflectate mai bine interesele tinerilor. O data obtinuta permisiunea de la patria-muma, delegatul iese in arena cu lei si incepe sa-si negocieze pozitia in grupurile regionale. In continuare, dupa ce reuseste sa mute un continent sau o uniune, interesele lui sunt reflectate de grupul lui regional in negocierile informale extinse… cele mai dure si cele mai inflexibile.
Intre timp se intalneste cu directorii diverselor agentii ONU si incearca sa schimbe pozitia acestora fata de tineretul din propria lui tara, sau din grupul regional din care face parte. Totodata e delegat de tineret, astfel incat formeaza o micuta grupare informala alaturi de ceilalti delegati de tineret, si reprezinta interesele delegatilor de tineret in general. In aceasta postura se intalneste cu Secretarul General al ONU, de exemplu. Aceasta afiliere se suprapune vechilor afilieri – fata de tineretul din propria tara, fata de organizatia care l-a trimis, fata de propriul guvern. Apoi se intoarce acasa si prezinta tot ce a facut tinerilor pe care i-a reprezentat si ale caror pareri le-a ascultat. Face lobby in continuare pentru modificarea politicilor de tineret, si pentru o voce mai puternica a tinerilor in toate deciziile care ii privesc.
Un conglomerat de interese – adeseori discutabile si disputabile –, mult entuziasm, multa eleganta, multa hotarare. Produsul final se spera a fi o situatie mai buna pentru tinerii din intreaga lume.
Anul acesta am experimentat cu aceasta postura. Am fost delegat de tineret al Romaniei la ONU. Mandatul meu principal a fost sa invat si sa aflu toate micile si marile detalii nescrise ale sistemului si sa ma asigur ca an de an va exista un tanar care sa reprezinte interesele tinerilor la ONU. ORICUM ma ajuta acum sa fac asta si sper ca totul sa iasa excelent.
